Melbourne has soared to third spot this year behind Vienna, Austria and Copenhagen, Denmark, after slipping to equal 10th in 2022.
The Victorian capital pipped Sydney by 0.3 index points with the Harbour city following in fourth place.

"They have seen their scores in the healthcare category improve since last year, when they were still affected by COVID waves that stressed their healthcare systems," the report said.
Perth was the third biggest climber in the rankings moving 21 places to 12th in 2023.
