The completion of the building is the next step in the evolution of Cahill Park to become a major recreational destination for the Wolli Creek area.
The cafe was costed at $2.1 million and includes a new 102sqm public amenities block which is now open to the public.
Bayside Council is expected to call for tenders to run the cafe next month.
The cafe is part of the multi-million dollar upgrade of Cahill Park which includes a new seawall and pathways, picnic area, lighting and fenced dog off-leash area.
The Cahill Park playground was completed and opened in September, 2017 and has proven to be a huge success, increasing the number of residents visiting the park.
When it is open, the cafe's new outdoor seating area will be located adjacent to the playground.
The site is located 650 metres from Wolli Creek Train Station and is surrounded by multiple airport accommodation and residential dwellings.
The Statement of Environmental Effects for the cafe's development application said it will assist in providing social and economic benefits to the Bayside and Rockdale region, as well as provide passive surveillance of the park.
"The proposal aims to provide an eatery for patrons visiting Cahill Park, specifically those with children playing in the playground adjacent to the proposed development," the SEE stated.
