For the fourth time, Fair Trading has been forced to issue a public warning about Mr Rixon advising consumers not to deal with him.
Mr Rixon, 34, who often operates under aliases Matthew or Matt Douglas has been permanently banned from building in NSW after leaving a trail of unhappy victims in the Sutherland Shire and the Illawarra.
Mr Rixon advertises himself as a builder, fencing contractor and handyman accepting deposits and then doing either little or shoddy work without holding a builder's license.
He was pursued by the Department of Fair Trading for years as he continued to undertake unlicensed building work, defying a Supreme Court order.
In March 2018, it finally all caught up with Mr Rixon when he was convicted of contempt of court for the second time and jailed for a maximum of 18 months, with a non-parole period of 12 months.
Now that he has been released from jail it seems he is once again undertaking unlicensed building work.
NSW Fair Trading Acting Commissioner Peter Dunphy has today urged Sutherland Shire residents not to deal with Rixon's company MHD Holdings Pty Ltd, trading as Pacific Fencing Solutions.
"Mr Rixon has not held a valid licence since 2010 and has already been fined over $140,000 for offences relating to the residential building work he has undertaken,'' Mr Dunphy said.
''He was sentenced by the NSW Supreme Court to 18 months in prison for contempt of court, after breaching an injunction prohibiting him from being involved in residential building work in any capacity in NSW.
''He remains the subject of the injunction."
Fair Trading has received information indicating that Pacific Fencing Solutions may have advertised online and in newspapers in 2019 and allegedly entered into contracts with consumers agreeing to perform fencing work in exchange for payment of a deposit.
Despite the contract agreed work was not completed and the deposits were not refunded, Fair Trading says.
Shire resident Kirsty has confirmed to the Leader that Mr Rixon was once again advertising and preying on people in the Sutherland Shire.
"Matthew Rixon, AKA Matthew Douglas, a convicted offender is advertising and preying on people in the shire," Kirsty wrote in an email earlier this month.
''I've lost over a thousand dollars and I'm sure there are many others in the shire too."
Mr Dunphy said consumers coming to Fair Trading with information or complaints are of huge assistance to our ongoing investigations.
''Anyone who has dealt with MHD Holding Pty Ltd trading as Pacific Fencing Solutions, Matthew Geoffrey Rixon or his aliases, Matthew and Matt Douglas, and is not satisfied with their interaction are urged to contact NSW Fair Trading on 13 32 20.''
